Resumen:
La presente investigación indaga la dinámica institucional
en escuelas de EGB de escuelas públicas y privadas de la
Ciudad de San Luis producida a partir de la reforma educativa
impulsada desde la Administración Central. El estudio corresponde
al campo del análisis institucional, focalizado en las
culturas internas de las escuelas; aspecto éste escasamente
explorado en el ámbito provincial. Se parte de un enfoque
hermenéutico- interpretativo, destacando el papel del componente
humano en los procesos de innovación y relativizando los
aspectos explícitados formalmente, que son observados a
partir de las interpretaciones subjetivas que realizan los miembros
institucionales. Para ello se vale 1. de la exploración
de los proyectos de innovación en curso en la institución
y 2. del análisis de los componentes de la cultura institucional
que inciden en la modalidad innovativa de los proyectos. El diseño
será de tipo cualitativo; se trabajará mediante
el estudio de caso, seleccionando de forma intensional tres escuelas
del circuito público y tres escuelas privadas de la Ciudad
de San Luis. Se desarrollará en cuatro etapas: 1. Entrevista
y encuestas a docentes y directivos 2. Observación del
ambiente institucional 3. Análisis de los resultados 4.
Seminarios de trabajo institucional. Se pretende contribuir con
el estudio de las dinámicas de cambio en las escuelas y
ofrecer estrategias de fortalecimiento institucional que favorezcan
la gestión innovativa.

Abstract:
The present research investigates the institutional dynamics in
public and private EGB schools of San Luis City that arose from
the educational reform prompted by the Central Administration.
This study will be carried out from the institutional analysis
perspective and will focus on the internal culture of the schools,
being this aspect scarcely explored in the province. The starting
point will be an hermeneutic-interpretative approach, highlighting
the role of the human component in the processes of innovation
and overlooking the formally stated aspects that are observed
from the subjective interpretations made by institutional members.
The exploration of innovation projects under way in the institution
and the analysis of the components of the institutional culture
that have an influence in the innovative modality of the projects
will be considered. The project design will be qualitative and
a study case approach will be used. According to this, three public
and three private schools of the city of San Luis will be intentionally
selected. The investigation will be developed in four stages:
1. Interview and surveys to directors and teachers 2. Observation
of the institutional environment. 3. analysis of the results and
4. institutional Seminaries. It intends to contribute to the study
of the dynamics of change in the schools and to offer institutional
strengthening strategies in order to favor innovative management.
